On Tuesday August 9, 2016 at 4:30 PM the Canaan Police responded to a citizen’s report of traffic regularly exceeding the speed limit on Blackwater Road in Canaan.

Shortly after arriving in the area, the officer saw a vehicle traveling at an extremely high rate of speed. The officer obtained a radar reading of 76 miles per hour. The posted speed limit on Blackwater Road, a residential area, is 30 MPH. There was also pedestrian traffic near the roadway at the time.

The officer stopped the vehicle and subsequently arrested a 17-year-old male for

• Reckless driving

• Driving without a license

• Driving with an alcohol concentration of .02 or greater while being a person under 21 years of age

After processing, the juvenile was released on several bail conditions and ordered to appear in the 2nd Circuit Court – District Division Lebanon on Monday October 3, 2016.

Massachusetts Man Arrested for Prostitution

On Monday May 2, 2016 Canaan Police Officers arrested James M. Morgan, age 55 of Sudbury, Massachusetts for one count of prostitution.

The undercover officers arrested Morgan after he contacted them and offered to pay money for various sexual acts.

The prostitution charge is a Class B Misdemeanor and Morgan was released on $7,500 personal recognizance bail with an arraignment scheduled for Monday July 11, 2016 in the 2nd Circuit Court- Lebanon

The Canaan Police Department continues to pursue these types of investigations to ensure the deterrence of crime, quality of life and the safety of our citizens and visitors.

This is related to an investigation that began last week that led to the arrest of three men for prostitution.

CANAAN PROSTITUTION ARRESTS

This week, Canaan Police Officers began a prostitution investigation. In less than twenty-four hours, Canaan Police Officers arrested three men for prostitution. In each case, the men contacted undercover officers and offered to pay money for various sexual acts.

On Monday April 25, 2016 Canaan Police

Officers arrested Matthew E. Laramie, age 48 of Grantham, New Hampshire for one count of prostitution.

On Tuesday April 26, 2016 Canaan Police

Officers arrested Peter G. Bloomfield, age 55 of Enfield, New Hampshire for one count of prostitution.

Later in the evening, officers arrested Alan R. Lane, age 49 of Sharon, Vermont for one count of prostitution. After executing a search warrant of Lane’s vehicle, he was also charged with possession of drugs in a motor vehicle, a Class A Misdemeanor and Acts Prohibited – Possession of Oxycodone, a Class B Felony.

The prostitution charge is a Class B

Misdemeanor and they were each released on $7,500 personal recognizance bail with an arraignment scheduled for Monday July 11, 2016 in the 2nd Circuit Court- Lebanon.

The Canaan Police Department is committed to these types of investigations, as prostitution is a major component of human trafficking and drug use.

POSSESSION OF COCAINE WITH
INTENT TO DISTRIBUTE ARREST

On Sunday April 10, 2016 the Canaan Police
Department conducted an investigation regarding
the sale of cocaine in Canaan.
As a result of the investigation, Canaan Police
Officers arrested Morgan Hallstead, Age 29 of
Canaan, New Hampshire and Clifford G.
Lavanture, Age 28 of Canaan, New Hampshire
for Possession of Cocaine with Intent to Sell.
Hallstead and Lavanture were each held at the
Grafton County House of Corrections on $10,000
cash bail. Their arraignment is scheduled for
Monday April 11, 2016 in the 2nd Circuit Court –
District Division – Lebanon.

Police Department, in conjunction with the New Hampshire Attorney General’s Drug Task Force, arrested Michael W. Wright, Age 34, of Canaan, New Hampshire for two (2) felony counts of

Sales of a Controlled Drug – Methamphetamine.

Wright was held at the Merrimack County House of Corrections and will be arraigned on Thursday March 31, 2016.

In early December 2015 the Canaan Police Department began a sexual assault investigation. The subsequent investigation revealed that

David James Devost, age 66, of White River Junction, Vermont

sexually assaulted a 28-year-old female. Devost was acting in a position of trust, providing services as a care provider for the victim who suffers from a severe developmental disability.

On February 9, 2016, Devost was arrested by the Canaan Police Department and charged with one count of Sexual Assault, a Class A Misdemeanor. Devost was released on bail and will be arraigned on April 4, 2016 in the 2nd Circuit Court – District Division Lebanon.

Investigators are asking anyone with information about this case to contact Sergeant Ryan Porter at the Canaan Police Department.

On Sunday November 29, 2015 at approximately 9:30 PM, Canaan Police Sergeant Ryan R. Porter and Officer Wayne F. Agan attempted to stop a black 1999 Infinity sedan on US Route 4 for a motor vehicle violation. The operator increased the vehicle’s speed, passed several vehicles in a no passing zone and violated numerous motor vehicle laws in an attempt to elude Sergeant Porter and Officer Agan.

The incident began on US Route 4 in Canaan, continued onto NH Route 118, and
eventually into Orange, New Hampshire. Due to safety concerns, Sergeant Porter discontinued the pursuit and continued at a safe speed in the same direction of the vehicle. A short time later, Sergeant Porter and Officer Agan located the vehicle overturned in the middle of Burnt Hill Road in Orange.

The operator crawled out of the overturned vehicle and ran into the woods. Sergeant Porter and Officer Agan pursued the operator and took him into custody. The suspect was identified as

MARTIN P. O’CONNOR, 40 Years old of Grafton,

New Hampshire O’Connor suffered minor injuries and was treated at the scene. O’Connor was charged with DISOBEYING AN OFFICER and OPERATING AFTER SUSPENSION (Subsequent Offense). Each offense is an A Misdemeanor that carries a maximum penalty of $2,000 and 1 year in the House of Corrections. He was released on $5,000 personal recognizance bail to ensure his appearance in the 2nd Circuit Court – District Division Lebanon on Monday January 11, 2016 at 8:15 AM.

Pink Ribbon CampaignOctober is Breast Cancer Awareness Month. Chief Samuel W. Frank and the Officers of the Canaan Police Department are proudly showing their support for Breast Cancer Survivors, those fighting Breast Cancer and those who have courageously fought the battle to the end. For the month of October, all Canaan Police Department cruisers are proudly displaying a Pink Ribbon. It is our hope that this continues to raise awareness as well as a way to honor those mentioned above.

On Saturday July 4 at 10:55 PM, Officers from the Canaan Police Department conducted a motor vehicle stop on US Route 4 for defective equipment. During the motor vehicle stop, Officers attempted to identify a male passenger in the vehicle. The passenger provided a false name and did not possess identification. The female driver of the vehicle also provided false information about the male passenger. With the assistance of our Communications Personnel, eventually the Officers were able to identify the passenger as

ANTHONY ALEXANDER, 25 years old, of Claremont, New Hampshire

Alexander was found to be a wanted parolee from New York State. He had a nationwide extradition warrant for PAROLE VIOLATION – DANGEROUS DRUGS.

Alexander was arrested and transported to the Grafton County House of Corrections where he was held without bail. He will be arraigned on Monday July 6th in the 2nd Circuit Court, District Division – Lebanon on a charge of being a Fugitive from Justice. Alexander was also issued a summons to appear in court for Obstructing Government Administration.

The female driver of the vehicle

ALLA ROSE EVANS, 30 years old, of Claremont, New Hampshire

was issued a summons for Hindering Apprehension and Obstructing Government Administration. She will also face charges of Failure to use Child Restraints – Subsequent Offense. Evans was issued a citation for failing to obtain a New Hampshire driver’s license within sixty days of residency.
